EOP Annexes Index
Index of supporting annexes to the Marion County Emergency Operations Plan. These annexes are predominantly Marion County Health Department (MCHD) plans aligned with ESF-8 (Public Health & Medical) plus general administrative, safety, and contact-list materials. Each annex below links to its source file for download. The master container document is also available below.
1. Administrative & Safety Annexes
Ranked natural and technological hazards. Identifies tornado as #1 public-safety risk, severe thunderstorms #2, human pandemic outbreak #3 public-health risk. Covers animal disease, drought, earthquake, extreme cold/heat, flood, sinkholes, space weather, wildfire, windstorm.
MCHD zero-tolerance policy covering verbal abuse, physical abuse, and threats of violence toward staff, clients, or visitors. Defines escalation and law-enforcement referral.
Safety and security checklist maintained by the Health Department's designated Safety Officer. Covers physical environment, vital records protection, and routine inspection items.
Inventory of MCHD response equipment: Point-Of-Dispensing (POD) trailer, sheltering & evacuation trailer (cots, water, tarps), 6 portable Generac 8000W generators, fuel cans, power cords, Blackstone griddles.
After-hours / 24-hour contact procedures for the Marion County Health Department. Used when MCHD response is needed outside normal business hours by citizens or officials.

2. Contacts & Media
Business and fax numbers for primary stakeholders: Salem Township Hospital nurse station, Salem City Manager, Centralia FD Chief, Marion Co Sheriff, Salem PD Chief, Salem Fire Chief.
Combined emergency-agency contacts including Marion County area funeral homes (Day/Macz Sandoval, Sutherland Garnier, Hillcrest, Irvin Macz, Moran/Queen Boggs, Neal Kinmundy, Rankin Salem, etc.) โ used for mass-fatality coordination.
Phone and fax for local media outlets: WJBD Radio (Salem), WILY Radio, Salem Times-Commoner, Centralia Sentinel, plus digital channels for the Marion County Health Department.
3. Operations & Volunteers
MCHD Incident Command Structure โ Command, General Staff, and assignments. Roles: Incident Commander, Security Coordinator (county sheriff / Centralia PD chief / Salem PD chief), PIO, Operations, Planning, Logistics, Finance, Safety Officer, Liaison, Nursing Lead, Triage, Pharmacist, Volunteers, Translators.
Procedures to identify, recruit, register, verify, train, and engage volunteers in support of MCHD preparedness, response, and recovery โ pre-deployment, deployment, and post-deployment phases.
4. Public Health Functions
Capability to dispense medical countermeasures โ vaccines, antiviral drugs, antibiotics, antitoxins โ for treatment or prophylaxis (oral or vaccination) per public health guidance. Aligned with CDC Public Health Preparedness Capability 8.
Procedures for public information delivery: press releases, public-forum presentations, fact-gathering before public statements. Combined coverage of media engagement (26) and public messaging (27).
Regional and local response guidance for the care of Functional Access Needs (FAN) / at-risk populations (July 23, 2025). Supports โ does not replace โ agency policies on how to identify and accommodate at-risk individuals during incidents.
